A Special Parliamentary Commission has initiated the review of the existing administrative and territorial division results of the Reform adopted in 2015. This reform was approved by the then parliamentary majority, while the then opposition (Democratic Party) did not participate. The current Commission is expected to consider reviewing the number and the boundaries of the current local government units, as well as different issues and problematics related to the decentralization process.

These aspects are largely covered by Shtetiweb’s recommendations of 2014 when the first results of the initiative “On the reform of the Administrative Division through citizens’ consultation” were presented. ShtetiWeb is a flagship initiative of CDI. In 2014, the team of experts supported by the Swiss Development Cooperation worked on the preparation of the study and related results based on the consultation with 250 citizens throughout the country. In the second phase, the results of the consultation were presented for discussion in 12 working tables organized on a district basis. The proposed maps of the new territorial division along with the areas, administrative boundaries, population numbers and the corresponding administrative centres reflect the proposals collected during this three-month period.

To support the work of this Commission we are re-publishing the full package of Shtetiweb proposal (in the Albanian language) for consultation by the interested involved parties.
