As Albania advances on its path toward EU membership, the implementation of the National Reform Agenda 2024–2027, adopted under the EU’s new Reform and Growth Facility (RGF), signals a crucial phase in aligning national reforms with EU standards. The performance-based framework of the RGF introduces new demands for institutional accountability, policy coherence, and inclusive governance. In this context, the Albanian Parliament has a key role to play.
This commentary emphasizes that Albanian parliamentary structures—including the Committee on European Affairs and the National Council for European Integration—must enhance their oversight mechanisms to monitor reforms and investments under the Growth Plan for Albania. This includes reviewing legislative alignment, ensuring the effective use of financial resources, and promoting public debate for increasing societal ownership of reforms.
Authors argue for stronger parliamentary collaboration with civil society and investments in parliamentary competencies, not only in view of supporting Albania’s current reform efforts, but also in strengthening preparedness for future EU membership obligations and access to EU instruments and programs.
