The Common Regional Market (CRM) aims to foster economic cooperation and accelerate convergence in the South East European 6 region by speeding up region’s alignment with the EU standards and its preparedness for the Single Market. At the heart of this initiative are the mobility agreements, where the recognition of higher education qualifications, professional qualifications, and freedom of movement with ID cards – directly impacts region’s citizens.

This paper assesses the implementation and institutional impact of these agreements. It reveals a process marked by asymmetrical ratification across 6 countries, by the unresolved bilateral issues, by limited administrative capacities, all by evidencing a lack of political commitment in specific cases. It argues that ensuring transparency and accountability during implementation, is essential for translating the agreements into tangible benefits for citizens. Crucially, the paper calls for the establishment of formal mechanisms for the meaningful involvement of CSOs and other social actor groups at both national and regional levels.

While implementation is well underway, the paper concludes that progress depends on overcoming political and institutional challenges through sustained dialogue, stronger administrative coordination and support, and a move from declaratory rhetoric to action in support of regional cooperation.
