Why do Reform and Growth Facility Oversight and Transparency matter?

Effective oversight and transparency are essential for ensuring that reforms achieve their intended impact, that public institutions remain accountable, and that citizens’ trust in governance is strengthened. In Albania, the Reform and Growth Facility (RGF) provides a structured framework to support the design, implementation, and monitoring of key reforms aligned with the country’s EU integration commitments. By linking funding, technical assistance, and reform priorities, the RGF aims to accelerate progress in areas such as governance, economic development, and public sector accountability.

Oversight mechanisms, ranging from parliamentary scrutiny and independent institutions to civil society engagement and media monitoring, play a critical role in this process. They ensure that reforms under the RGF are evidence-based, transparent, and responsive to public needs. At the same time, challenges such as fragmented accountability structures, limited institutional capacities, and gaps in citizen participation highlight the need for strengthened and coordinated oversight practices.

This paper examines the role of oversight and transparency in the design, implementation, and monitoring of reforms under the RGF framework. It analyses the institutional architecture of oversight, the contributions of key actors, and the interaction between formal checks and balances and participatory governance mechanisms. By identifying gaps, challenges, and opportunities, the paper offers actionable insights for policymakers, civil society, and stakeholders, serving as a practical resource to enhance accountability and support more effective reform delivery in Albania.
