19 March 2026 | Montenegro has provisionally closed Chapter 21 on Trans-European Networks (TEN-T) in its EU accession negotiations, marking a significant step in aligning its transport, energy, and digital infrastructure with EU standards. Confirmed at the 26th Accession Conference on 17 March 2026, this brings the total number of provisionally closed chapters to fourteen and reinforces Montenegro’s position as the most advanced EU candidate in the Western Balkans.
Beyond its national dimension, this milestone reflects a broader regional shift: progress on connectivity is no longer driven by formal EU alignment alone, but increasingly by the capacity of Western Balkan actors to coordinate, exchange expertise, and operationalize their transport and energy standards in practice.
In this context, the EU co-funded initiative Connected for Cohesion (Co4Co) acts as an enabling platform whose main objective is to support TEN-T rail network readiness of South Adriatic region and increase region’s footprint in EU policy-making in the transport sector.
By connecting institutions, rail companies, infrastructure managers, and other regional stakeholders, Co4Co promotes cross-border synergies, supports a coherent rail infrastructure planning, facilitates exchange of expertise between EU Member States and Candidate Countries, and facilitates the preparedness of two frontrunner rail actors for full participation in EU instruments and relevant policies.
For Railway Infrastructure of Montenegro (ŽICG), one of Co4Co’s key partners, this development is particularly important. The closure of Chapter 21 confirms satisfactory alignment of Montenegro rail sector. Co4Co activities directly contribute in strengthening ŽICG institutional capacities, and prepare the company to fully benefit of Montenegro’s incoming full EU membership.
