Civil Society’s Role in Supporting Reform under the Growth Plans

for the Western Balkans and Moldova, as well as in Ukraine’s Reform Path

OPINION

The European Economic and Social Committee‘s adopted Opinion offers concrete governance and implementation recommendations for civil society in the reform processes across the three Facilities in the Western Balkans, Moldova, and Ukraine.
Having contributed with place-based insights to its drafting, CDI welcomes its core recommendations:
  • structured civil society engagement in facility implementation;
  • predictable funding for civil society organizations and social partners;
  • clear and transparent EC guidance on assessing reform progress; and
  • EU funding aligned with preparation for membership in line with the European social and economic model.
With negotiations on the next Multiannual Financial Framework now underway, the Opinion carries particular weight. It offers a concrete reference point for ensuring the next MFF embeds civil society as a core governance requirement for future Enlargement Instruments.
