North Macedonia in the Open Balkans Initiative

While the Open Balkan Initiative (OBI) was launched as a locally-owned “coalition of the willing” to strengthen regional economic ties, its overlap with the EU-led Common Regional Market under the Berlin Process has sparked debates about duplication, compatibility with EU standards, follow up and implementation, and inclusiveness.

Shifts in political leadership and evolution of national priorities—especially in Albania and North Macedonia—have further influenced the level of commitment to OBI. Critics argue that OBI may disproportionately favor larger countries such as Serbia’s, while supporters view it as a practical step toward integration in the region, independent of formal EU support.

This paper, authored by Stefan Ristovski of European Policy Institute, explores the evolving dynamics of regional cooperation in the Western Balkans, with a particular focus on North Macedonia’s engagement in OBI and in the Berlin Process. Drawing on a broader study coordinated by CDI, and covering Albania, North Macedonia, and Serbia, it assesses national labor mobility policies; compares them with OBI’s framework; and analyzes migration trends between North Macedonia, other SEE6 countries, and the EU.

Ultimately, the paper evaluates whether parallel initiatives like OBI and the Berlin Process can complement each other in advancing labor market integration and regional economic convergence—or whether they risk creating fragmentation and undermining the EU accession path.
