Brussels, 23 October 2025 | As the nature of work evolves, the Western Balkans and the European Union are navigating the rise of the platform economy – a rapidly expanding sector transforming labour markets, employment models, and social protection systems.

Since October 2024, CDI has been part of the “Platform Revolution” – an initiative led by the EUROPEUM Institute for European Policy, in partnership with organizations from the Visegrad Four (V4) and the Western Balkans, and funded by Stiftung Mercator. The initiative brings together eight partner organizations working to advance platform work in the social agenda, promote evidence-based research, and build a regional network of experts for sustainable and inclusive platform work.

On 22–23 October 2025, CDI joined researchers, policymakers, and civil society representatives in Brussels for the project’s conference, “Platform Revolution: Shaping the Future of Work in the EU and Western Balkans.” The event fostered dialogue between the V4 and Western Balkans countries – two regions facing many challenges in addressing digital transformation, informality, and regulatory gaps in platform-mediated work.

At the conference, CDI presented findings from its background paper and evaluation on Albania, which explore the scale, types, and regulation of platform work and assess the country’s readiness to align with the EU Platform Work Directive.

The research shows that while Albania’s platform economy – from delivery services to digital freelancing – is growing rapidly, it remains largely informal and un-regulated. The lack of a legal framework for platform work and limited institutional capacity remain key challenges.

By sharing data, research, and best practices, the initiative showcased how exchange of best-practices can accelerate convergence in social and labour standards and support candidate countries align with EU labour directives.
