Growth Plan dialogue: Civil Society entry points to impact

Guidance Note

One year into the EU’s Reform and Growth Facility (RGF), civil society’s role in monitoring reform implementation is becoming increasingly significant. To support this engagement, CDI has developed a Guidance Note that maps out concrete entry points for CSOs throughout the reform cycle and includes a CSO-friendly engagement calendar to help turn feedback into actual policy influence, not box-ticking consultations.

Through the initiative “Enhancing Stakeholders’ Engagement and Ownership in the Implementation of the RGF”, implemented with the support of the Swiss Agency for Development and Cooperation SDC, CDI has rolled-out out a civil society-driven Monitoring Mechanism built on two powerful tools:

  • Reform Tracker – a qualitative Country Scoreboard that monitors progress where it matters
  • Growth Plan Dialogue (GPD) – a platform connecting Civil Society-Government-Parliament

Together, these tools aim to strengthen transparency, accountability, and inclusive policymaking within Albania’s Growth Plan framework.
