Brussels, 4 December 2025 | EU is advancing preparations for the new Multiannual Financial Framework 2028–2034 (MFF), a nearly EUR 2 trillion package presented under the motto “A larger, smarter, sharper EU Budget”. The proposal introduces National and Regional Partnership Plans for investment and reform, a new European Competitiveness Fund, an enhanced Horizon Europe programme, and a reinforced Global Europe instrument. For Albania, having opened all negotiation clusters and aiming for EU membership by 2030, early alignment with the architecture and priorities of this new budget cycle is essential.
As part of its initiative “Increasing Albanian Civic Engagement Footprint in the Growth Plan,” CDI is contributing to Albania’s institutional readiness for the next MFF. In this context, CDI organized a high-level Albanian delegation visit to Brussels to exchange on Albania’s Reform Agenda, its negotiations agenda, and preparations for the upcoming EU membership.
The visit started with a roundtable co-hosted with the Mission of the Republic of Albania to the EU. H.E. Ferit Hoxha, Ambassador of Albania to the EU welcomed Adrian Kamenica, Director General at the Prime Minister’s Office, Department of Policy and EU Integration; Sonil Bilaj from the State Agency for Strategic Programming and Aid Coordination; and leading Brussels-based experts – Michael Emerson (CEPS), Marek Dabrowski (Bruegel) and Jorge Núñez Ferrer (CPMR) in an intensive exchange on Albania’s accession dynamics with 2030 as a target date.
While describing the EU enlargement process from Albania’s perspective, Ambassador Hoxha noted that the true Enlargement investment is in reforms, good governance, and institutional readiness. He stated that Albania is committed to the 2030 target date, but remains sober and realistic about the hard work ahead.
The roundtable discussions explored the current developments and key questions of gradual integration, Albania’s Agenda 2030, and the preparation of the new EU budget. The leading experts presented their insights on the current Enlargement momentum, on EU and candidate countries’ reform readiness and methodological insights, on the intricacies of the voting rights and transitional periods, and on the expected features of the new Cohesion policy.
To advance Albania’s preparation for Cohesion Policy, the delegation met with DG REGIO representatives Oana Dordain, Deputy Head of Unit, and Gilles Kittel, Team Leader for the Western Balkans. The discussion focused on recent developments in the EU regarding the future of Cohesion Policy and its instruments, the prospects for gradually expanding Candidate country access to current programmes, and the priority actions Albania should undertake to advance with Chapter 22 Action Plan.
Insights gathered during the visit inform the country’s preparations for Membership and support navigations of the Enlargement intricacies. Follow up meetings were agreed to be held by early 2026.
