Engaged. Prepared. Connected: TCF2026 Report

Report

TCF 2026 convened at a defining moment for EU enlargement. With accession negotiations advancing for Albania and Montenegro, new EU financial instruments being deployed in the Western Balkans, and preparations for the 2028–2034 Multiannual Financial Framework underway, the region is moving from preparation to delivery. This phase demands sustained political commitment, institutional readiness, measurable results and genuine public ownership of National Reform Agendas.

Under the “Engaged. Prepared. Connected.” concept, the Forum brought together EU and Western Balkans policy-makers, civil society, regional organisations and business to chart the way ahead, with a focus on the Enlargement frontrunners.

“Accession before Membership” is becoming the operating logic of enlargement: candidates earn tangible access to EU markets, programmes and policies as they deliver. This gradual integration must remain merit-based, conditional and reversible, and it should reinforce, not replace, full membership. The Reform and Growth Facility is shifting EU support towards verified results, but its success depends on clear ownership, realistic planning, reliable evidence and accountability, including oversight by civil society and business.

The TCF 2026 Report summarises the discussions and their central conclusion: EU integration will be measured by delivery. Reforms must be implemented, infrastructure must connect markets, regional barriers must fall, and benefits must be visible before full membership.
