CRM Mobility Agreements: Their impact on national institutions and normative framework

The ratification process of the 5th Common Regional Market (CRM) Mobility Agreement on Access to Higher Education and Admission to Study in the Western Balkans, signed in October 2024, is steadily progressing across the region.

This agreement is a key component of the broader CRM agenda under the Berlin Process. It aims to facilitate access to higher education and promote academic mobility for students across the Western Balkans, strengthening regional integration and creating new opportunities for youth in the region.

As of 21 July 2025, the agreement has been ratified in Albania, Bosnia and Herzegovina, Montenegro and North Macedonia. In Kosovo, the ongoing political deadlock has delayed formal ratification procedures. In Serbia, the draft law has yet to be submitted to Parliament, and the process remains on hold pending guidance from the Ministry of European Integration.

CDI continues to track the implementation of CRM Mobility Agreements as part of its “Channeling SEE6 Civil Society Contributions to the Common Regional Market and Berlin Process” initiative, supported by the German Federal Foreign Office. Through this initiative, CDI provides regular updates, policy analysis, and public communication to ensure transparency, foster regional cooperation, and highlight the benefits these agreements bring to citizens across the Western Balkans.
