This second Growth Plan independent monitoring report by CDI covers the period July–December 2025, and corresponds to a decisive moment in Albania’s implementation of the Reform and Growth Facility.

The country is no longer designing reforms or promulgating laws: it is being held accountable for delivering them. The emphasis has shifted decisively from legislative adoption to verifiable implementation and tangible results for citizens. How Albania performs now will directly shape the pace of its accession reforms and its readiness to seize the full benefits of EU membership by 2030.

The progress recorded in this period reflects continued institutional engagement, top notch absorption rates and advancement across several policy areas. Yet it also reveals a persistent gap between the adoption of laws and their meaningful implementation on the ground, and ongoing challenges in transparency and civic oversight.

This report is prepared under the framework of the initiative “Increasing Albanian civic engagement footprint in the Growth Plan,” implemented by CDI in partnership with the Ministry of Foreign Affairs of the Netherlands.
