Albania has filed in July 2025 its consolidated Reform and Growth Facility (RGF) report, covering October 2024–June 2025. Out of 41 reform steps, 38 were reported accomplished, one partly achieved, and two partially achieved. Five measures reported accomplished ahead of schedule.

The country has reported progress amounting to €222.6 M—split between direct budget financing and the Western Balkans Investment Framework. Proportional deduction of the pre-financing has been applied in the respective Request for the release of funding which accompanies the progress report. The European Commission is expected to produce its assessment in October.

Beyond numbers, the implementation of the Reform Agenda is about good governance; how reforms are implemented; their economic and societal impact, and about membership preparedness. Although the RGF is only a four-year financial instrument, it is an opportunity for the country to develop and strengthen its institutional good governance – including capacities and skills – with regard to the implementation of future EU performance-based instruments.
