The Common Regional Market (CRM) is a flagship initiative under the Berlin Process, designed to deepen regional economic integration among the six South East European (SEE6) economies and bring them closer to the EU Single Market. A key component of this agenda is the implementation of five Mobility Agreements, aimed at enabling the free movement of people, services, and skills across the region.
Monitoring the Ratification, Approval, and Adoption (RAA) of these agreements is essential to ensure transparency, accountability, and timely implementation. As part of its “Channelling SEE6 Civil Society Contributions to the Common Regional Market and Berlin Process” initiative—supported by the German Federal Foreign Office—CDI developed an innovative Semaphore System to track the RAA process for each agreement in every SEE6 country.
More than just a tracking tool, the Semaphore System has raised public awareness of the CRM, served as a reference point for regional dialogue, and enabled stakeholders, policymakers, and the public to quickly check each country’s status in real time.
