At CDI, connectivity means more than building infrastructure — it’s about linking people, businesses, policies, and institutions across the Western Balkans and the EU. Initially advanced under the Berlin Process and now institutionalized in EU strategies in transport, energy and digital, connectivity reflects both geopolitical priorities and the practical steps toward integration into the EU.

From infrastructure development to cross-border mobility, CDI turns technical integration into public debate about citizen’s benefit and impact on the ground. At CDI, we see connectivity not just as physical links, but as the foundation for regional growth, environmental transition, and accession readiness. Our research connects infrastructure investment with governance standards, local ownership, and sustainability. By monitoring connectivity projects in the Western Balkans, analyzing implementation challenges, and convening multi-stakeholder debates, we explore how to make connectivity a driver of reform and good governance. By working with policy-makers, we convert our findings and recommendations into policy-making components.
