Preparation of the Functional Area Programme (FAP)

Within the scope of the assignment, CDI will conduct:

• Socio-Economic Analysis including demography, main economic sectors, public policies, main infrastructure investment etc.;
• Mapping of the local services in the Functional Area such as Water, Waste, Urban Development & Planning, education, etc;
• Local Government Organization analysis for the six administrative units (Durrës, Ishëm, Katund i Ri, Rrashbull, Sukth and Manëz);
• Local consultation with the stakeholders in Durres, Ishëm, Katund i Ri, Rrashbull, Sukth and Manëz, followed by an information and promotion campaign regarding the impact of the TAR in their area;
• Prepare Territorial Strategy of the Local Government Unit;
• Conduct the evaluation and analysis of the territory;

Two main deliverables will be produced:

• The Socio-Economic Analysis of the New Municipality of Durres (Functional Area Programme) that has to serve as a regional development plan for the new region of Durrës after the implementation of the Territorial Administrative Reform (TAR) in Albania.
• The territorial strategy of the new Municipality of Durrës
